"Best" is a personal decision. Excursions are one option.
Some lines make you wait until you are onboard before booking with your OBC but I don't know RCI policy.
How did you book this cruise? If you used an agent they should answer this question since there are different types of OBC. And you don't want to use it for anything already included n your fare.

Since you are on Royal Caribbean you can use your onboard credits for just about anything, including excursions. There's a full explanation on the Royal Caribbean website: https://www.royalcaribbean.com/guide...dit-how-to-use

RoamsAround may not be aware that there are different sorts of OBC including gifts from the travel agent. Often different rules depending on where the OBC came from.
I hope as a new cruiser the OP has a travel agent that can explain exactly what she has already paid for in her cruise fare, how much OBC is available and whether she can use it in advance to book excursions or if she has to wait until after she is "onboard".
As an example, I've seen posts from new cruisers where they used OBC for internet but they already had that in their "package" that had been added on to their cruise fare.

I have done it both ways, using an independent travel agent can save you a little bit of hassle dealing with the cruise lines.
An agent should have been able to answer all of the OP's many questions about their first ever cruise.
My experience with the cruise line staff who answer the phones has not been good, perhaps that varies by cruise line.
